The LRWDB is dedicated to accomplishing their mission "through a multi-sector community effort to produce highly competent, self-sufficient, and productive individuals meeting the changing needs of a highly competitive workforce which keeps the region in a state of continued economic growth and prosperity."

The Workforce Development Board is composed of 32 voting members appointed by the respective county commissioners. The members are selected in such a way as to ensure geographic representation of the service area. A minimum of 51 percent of the representatives must be from the private sector to represent the diversity of business and industry in the area, including small and minority-owned businesses.

It is the purpose of the board to provide guidance, planning and exercise oversight with respect to workforce development activities funded for the Lumber River Job Training Consortium which consists of Bladen, Hoke, Robeson and Scotland counties. The board is responsible for chartering and oversight of the JobLink Career Centers and the review, comment and coordination of other employment and training programs in the region. Also, to increase the involvement of the business and industry community, including small businesses, minority business enterprises, female-owned businesses, and public agencies, including labor organizations, in workforce development activities for the region.

RFP FOR COMPREHENSIVE YOUTH SERVICES AND ADULT AND DISLOCATED WORKERS OCCUPATIONAL SKILLS TRAINING AND/OR EDUCATIONAL SERVICES

The Lumber River Workforce Development Board is soliciting proposals for the following programs to be funded with Title I (B) of the Workforce Investment Act (WIA):

A. Year-Round Youth Services - Funding is to provide a comprehensive year-round service delivery system for eligible youth, ages 14-21, residing in Bladen, Hoke, Robeson, Richmond and Scotland Counties. Proposals should be designed to provide the 10 Program Elements (Tutoring, Study Skills Training, Alternative Secondary School, Summer Employment Opportunities, Paid and Unpaid Work Experiences - including Internships and Job Shadowing, Occupational Skill Training, Leadership Development, Supportive Services, Adult Mentoring, Follow-up Services, Comprehensive Guidance and Counseling) as specified by WIA Policy for the period of July 1, 2011 through June 30, 2012.

B. Adult and Dislocated Worker Program Services to be operated in a one-stop center environment - Proposals will be accepted for allowable WIA activities, services, and/or programs designed to meet the career development, occupational training and/or educational needs for adults age 18 or older and/or dislocated youth or adult workers residing in Bladen, Hoke, Robeson, Richmond and Scotland Counties for the period of July 1, 2011 through June 30, 2012.

Projected funding availability per county and program along with the proposal packages will be released at a Bidder’s Conference on April 13, 2011 at 10:00 a.m. at the Lumber River Council of Governments, 30 CJ Walker Road, Pembroke, N.C. Proposal submission deadline will be May 13, 2011, at 12:00 noon.

Final funding decisions will be made by the Lumber River Workforce Development Board, which reserves the right to consider the most advantageous offers and reject any and all offers.
